95 Jetta III-steering wheel wont unlock

Purchased 95 Jetta, runs----when you can get key from pos 1 to pos 2 (very difficult and time consuming. there does not appear to be any damage to ignition switch...

Is this a typical problem?

have you tryed turning the key to accessories then to on fast? also are you turning the wheel when turning the key, some vehciles lock easily and to turn the ignition you have to turn the steering wheel.
