2001 Other Volkswagen Models Over heating

When car is running, the temperature is fine but when it's in idle for 30 minutes, the temperature goes up rapidly. when it's running again the temperature starts to lower again to normal temperature. Can you tell me what's wrong?

Either there is not enough coolant in the system or the fans are not working.
