1999.5 Volkswagen Jetta automatic 2L gasoline car, mileage: 178,000 km. My temperature gauge drops to 70C on highways and rises back to normal 90C on 60 Km zone in Toronto, Canada. Is something going wrong with my car?

Try replacing the thermostat and also make sure the radiator is filled with the correct antifreeze protection
