1999 jetta MAF

Aloha, still having misfiire problems. With the ignition in the on position (motor not running), should the MAF have any reading? It shows me a airflow of 2.77 g/s with the engine not running. Thought this was kind of odd. Thanks

Disconnect the sensor and check or try to start
Almost every vw I had needed a mass air flow sensor
And if so replace the air filter

also check the coil
