1997 Volkswagen what si wrong

i have a 97 jetta, it runs and drives but doesnt seem to shift into gear when im driving.. i changed the tranny fluid and the filter... it seems to want to shift now but it doesnt.what should i do know.. i dont have the money to take it to the machanic..

Check the throttle position and vehicle speed sensor. These sensors signal inputs to the computer is use to command the transmission to upshift/down/lock-up thru shifting solenoids in the transmission. If it checks out have it pressure tested to identify internal problems within the tranny.
