Replacing rear brake pads. Trying to push piston back into caliper to install new pads

Replacing rear brake pads. Trying to push piston back into caliper to install new pads Both rear pistons will not move like they are frozen. Reason replacing rear pads notice allot more rear brake dust at rear instead of front which would be normal alos pad shot. Is their a Bias or relief valve in the master cylinder or in the system. What's causing the cylinders not to retract.I'm using a good size C Clamp to retract but with alot of presure does not move, I also tryied to open bleed valve still would not move.

Unfortunately I think the calipers are seized. Here is a guide that will help with this:
