2003 Volkswagen Jetta Vibration at specific rpm

What would cause a vibration while driving the car that only occurs when the car is in gear and it as 3600 rpm? It doesn't matter what gear the car is in- there is a vibration when the car is any gear. No vibration when car is in motion but not in gear at the same rpm though. Any idea?

Sounds like a bad pilot bearing.
