2003 Volkswagen Jetta timing belt failure

failure diagnosis, timing belt failed causing valve damage in the head. repair will require rebuilding the head to include valves. Engine (1.8 turbo) block and pistons OK. Estimate is $4,600.00 to rebuild head, parts and labor. Is this a common failure and is this estimate of cost realistic? Will this timing belt failure cause this extensive damage?
