2003 Volkswagen Jetta replace or remove?

The hard plastic cover underneath my engine (it protects it) was cracked. Now it is falling apart and almost dragging (2 inches from the ground). Do I really need to replace this or can I jst get it removed so it does not drag? thanks!

well it is a protection device, is it the one that protects the belts?
