2003 Volkswagen Jetta OBDII emissions Failed

I recently failed an inspection. In the OBDII category, the "MIL Commanded-On" Failed. What does this mean? I was told that I would need to go to a shop that has a special computer to pinpoint the problem. Is this true? Like many of us, money is tight. Is this something a novice (me) can fix? Thank you.
