2003 Volkswagen Jetta Frozen Locks

I know this is a misc question but my locks have frozen on my doors and I was wondering if you have any suggestions. I don't want to force the locks for fear of breaking my key or the lock. I thought of pouring hot water but was afraid of that freezing later in the day and making the problem worse.

Spray De-icer in locks then apply liquid gaphite.
