2002 Volkswagen Jetta water pump repairs

I need to know the estimated time to change the water pump on a 2002 Volkswagen Jetta. I took it to a garage and then said that it was gonna cost $600.00 and that it would take 4 hours. They also said that they were gonna have to take the engine out. Is this true? I read that the engine just has to be tilted and you could change it out. Thanks.
