My car is showing high water temp readings and getting the overheated warning light. Water levels look good. Is the issue with the thermostat? Or?

With your mileage it is probably the water pump. For some reason Jetta decided to use water pumps with plastic blades that give out around that mileage. It could also be the less likely thermostat. If you have yet to change your timing belt. It would be a good idea to change your timing belt and your water pump at the same time to save some money.
