Car has brand new battery, lights go on, radio works, but the engine will not turn over.

Do you mean it won't crank at all/nothing or it cranks and w/n start.

Test the ignition switch/park and neutral position relay/starting interlock relay both is in the thirteen position auxiliary panel

I just want to make sure that I am looking in the right place, could you please tell me where the pannel is located, also could a bad starter do the same thing.

Sir-I tried my very best to come up with the location of the panel but to no avail in my references. For the starter-get a helper to hold key at cranking position and tap on the starter if it engages the engine replace it.

Finally got the car to start it was the starter, then could not get car to go into gear, (automatic), no brake lights. Replaced the brake light switch which had a recall, still no brake lights and the car will not go into gear.
