1998 Volkswagen Jetta my horn doesnt work

when i try to honk my horn no sound comes but when i lock my car the horn beeps or when the alarm system goes off it beeps what could be the problem?

could be the switch on the horn pad. since the horn is working with alarm then the fuse and horn relay are definitely OK. i would start by inspecting the horn switch on the steering wheel.
