PROBLEM: HEADLIGHTS AND WIPERS DO NOT WORK. WITH THE KEY IN THE ON POSITION WITHOUT THE ENGINE RUNNING, THE HEADLIGHTS WILL COME ON WITHOUT TURNING ON THE SWITCH AND THE WIPERS WILL WORK, HOWEVER ONCE THE ENGINE IS RUNNING THE HEADLIGHTS WILL NOT TURN ON NOR WILL THE WIPERS WORK.
QUESTION IS THIS A RELAY PROBLEM , OR IS IT THE IGNITION SWITCH ELECTRICAL PART.

Sounds like the igniton switch isnt feeding power in the"run" posisiton.Try removing heheadlight switch and testing for power witha test light when they work. Then test the same wires when running to seeif there is a power loss
