1997 Volkswagen Jetta Where to get a used driver side door

I recently went to the DC DMV for an inspection and was failed by left side turning light, left side running light, and driver side door panel. I understand the first two, but how does the door panel affect the safety of the vehicle? In any event, I'm not sure where to go other than the dealer, but I'd like to try other options. Any suggestions?

You may want to call your local wrecking yard for the door. You can try internet, but the shipping cost will be prohibitive.
