First unplug the 8 pin connector from the module.
Connect you multi meter to pin 3 and pin 7 turn on the key and read the voltage. It should be 9 to 14 volts. If that is ok the turn the key off and connect between pin 4 and pin 7 and read the voltage with the key off. Should be between 4 to 6 volts. Here is a pic of the connector and let me know what you find. Thanks

I am not finding a throttle potentiometer I am showing a throttle cable, unless you are meaning TPS (throttle position sensor). So this is why I am giving you this test as this is the only divice that I can find that is why I am giving you the throttle valve module test. Buy the way what model of Jetta and which engine is it gas or diesel?

Ok now we understand each other. How many wire sensor is yours as they are showing more then one. They are showing that the only way to properly test it is with a scanner too. Get back to me and we will see what we can do.

Sorry my bad wrote it down wrong your reading is as it should be. Now it gets in more then we can do ourselves as it requires a VAG1598/18 test box to test the ECM wiring. If you have this tester let me know and I walk you through it. Thanks and let me know what you would like to do from here.

WIthout doing this test you will not know for sure you will be guessing and hoping. So you either need to just replace it and hope it fixes it, or call around and see what a shop might charge to do the test for you. Thanks.
