My Jetta turns over but appears to not be getting fuel. I wish to replace the fuel filter to see if this is the problem. How do I do it?

My Jetta 1997 will not start. Turns over but does not start. Appears that it is not getting gas. I want to replace the fuel filter but don't know how. Could you explain? Thank you
