1994 Volkswagen Jetta WindShield wiper problems

1994 Volkswagen Jetta 4 cyl Two Wheel Drive Manual

My wipers only work at one speed(fast), a problem that I,ve had for a while. Also when I turn them off they do not go back to the bottom. I have recently failed inspection because of this and I was curious if you guys had any idea what would cause this problem.

would suspect the wiper motor
unplug it and have a helper go through the switch position for u as u checking for power 1st at the plug
if the power moves from wire to wire with the switch position changing
sure motor no good
