2002 Volkswagen GTI a/c not cold

First off the ac does not come out cold. i found out that i had a pinhole in the compensator, I took it out and had it welded up now not leaking. I put it all back together recharged the lines still not cold. The compressor kicks on when i put the recharge in and turns off when i turn off the ac button. I am a mechanic and ran threw all i could think of but now lost. Also air blows out at around ambiant temperture and also no condensation on the lines.

When you turn the A/C button on and it lights up, does the compressor clutch kick on? Also does the smaller fan turn on when A/C is turned on?
