Try resetting the computer, to do this disconnect the negative terminal on your battery for approximately ten minutes. Reconnect and see if that fixes the wipers.

As for the hood, the battery thing may fix that but I suspect it is either a faulty switch or the switch has been somehow moved out of its mounting.
