2000 Volkswagen Golf blue smoke during idle and rough idle

The car is a 2000 Volkswagen Golf 1.8T

The timing belt broke at 54000 miles so the dealership put on a brand new cylinder head. After the new head was installed the car started smoking at idle. The dealership said that it was probably from the oil that got into cylinders when the timing belt broke and that it will burn off. A year later it is still smoking and also has a rough idle.

I did a compression test and the results were perfect. 175psi across all 4. Specs are between 145 psi - 200 psi.

What are the other things it could be and what is the best way to test for each? Thanks for all the help.

My first thought at blue smoke is head gasket but your compression test rules that out, try checking the valve train and especially the valve seats for a good seal, chances are that the dealer ship used a re-manufactured head and it could have a leak. Otherwise there is still a possibility that the head was not installed correctly and you are leaking either through the gasket or through a head bolt or something weird.

There is also a possibility that the cylinder walls were not properly honed before the new head was installed and there may be oil getting trapped in pits, this is a bit far out there but not impossible.
