1992 Volkswagen Golf 4 cyl 200000 miles

the steering wheel on my 1992 golf suddenly moved half way around while driving and now the steering is erratic could I need a new rack and pinion

Possibly, though it is more likely that you need a tie-rod or pit-man arm. Start with these as they are cheaper, then see if the rack is damaged.

I do not suggest you drive the car though, have it towed to an alignment shop and they should be able to tell you what you need, might wan to call first to see if they could even do the work for you.
