1986 Volkswagen Golf Fuel flow problem

I'll start of by saying the car shakes as if it is running out of fuel. When you rev the engine it's not smooth it's as if it's not getting enough fuel.
It usually happens when the car is low fuel but not empty ( I am sure of that ). Then when you fill her up she still persists with the same problem.
A solution use to be to blow air back into the tank through one of the fuel lines ( I think it's the overflow back to the tank ) but that doesn't seem to be helping anymore.

Please any helpful hints or info will be appreciated

Check the fuel pressure to rule out the fuel pump make sure its within specs-
