I have already replaced complete valve body thinking this was the problem. Exact same problems exist. Please give me some suggestions on what to check next?

Is the car storing any fault codes ? if not from the symptoms you describe you have bad clutch plates and they will need replacing .. any electrical fault on a transmission (including valve body)will usually set a fault code .. all other faults will not .. your best bet may a good transmission shop to diagnose the fault for you ?
