2002 Volkswagen Beetle Surging on acceleration

50,000 MILES • 4 CYL • 2WD • AUTOMATIC

Jumps on acceleration at about 30 mph & used to do it only in cold weather but is now doing it in warm weather. From my days as a wrench yesteryear I would say it would act like a vacuum modulator problem but don't know if they even use them these days and wondered if you might have any ideas. Thank you very much
