2000 Volkswagen Beetle Overheating

My car was overheating. The Radiator hose coming from the thermostat is hot. Other radiator hose is cold. This sounds like a closed thermostat? Car dealer wants to sell me a new water pump, but the pump does not leak. I know it has the miles but the timing belt was changed. Not a good time to spend the money on a water pump if I do not have to. Also, cooling fan switches are working jsut fine (tested by turning on AC). What do you think?

First I do the cheapest thing first, and that would be changing the thermostat, and then make sure the fan comes on by itself when the car gets to the normal operating temperature. If still the thermostat doesnt resolve this problem flush the system, and if this still does no improve your condition then it would have to be the water pump.
