my daughter's hit a building and the obvious damages were corrected. When we took her car to be examined for the a/c not working, the technician said the braces that hold the radiator were broken (the hinges). the estimate including parts is 400.00. I am wondering how critical and how difficult it is to replace these hinges and secure the radiator.....

It's a pretty comprehensive job for the average DIYer. The front bumper needs to be removed and the front assembly needs to be pulled forward into "service position".
As for importance, excessive vibration will damage the radiator and surrounding parts. without actually seeing the movement with my own eyes, I can only recommend having it repaired.
