1999 Volkswagen Beetle Replacing Rear Rotors

Is the emergency brakes inside the rotors? And if so can I get the rotors off myself. If they are not inside the brake rotor how does the emergency brakes work work?

Yes, the parking brake cable runs to the rear brake caliper and then uses it as the parking brake.

Yes that helped some. So are there brake shoes inside the rotor like on the drum surface or do the brake pads for normal braking get used for emergency braking?

You should have rear rotors, not drums? Yes it uses the regular brakes as the parking brake.
