1974 Volkswagen Beetle Will not start

I have a 74 super beetle. It ran great, then I let it sit for a year on non-op. I can not get it to start. I checked the aftermarket fuel filter. It's ok. When I add fuel or starter fluid to the carb it runs fine until the starter fluid is expended. My guess is fuel pump? I have about 4-6 gallons of gas in the tank. Freshly added.

Take the fuel line off the carby and add a length of rubber hose, place it in a small container and crank the engine or add a little starter fluid and run the engine, if no fuel check the pump if fuel check the needle & seat in the carby, start here.

It has new fuel and the fuel pump is working. I can not get it to idle. I turned the carb adjust (Big Screw) in all the way and backed it out 2/1/2 to 3 turns. Can not get it to idle.
