1970 Volkswagen Beetle car does not idle at low RPM

This car does not idle at low RPM, the engine has been rebuilt "upper end". A new EMPI carburetor, an electric fuel pump and a new 009 distributor were installed. I have connected no vacuum lines "they are al plugged".

Please tell me how to get this car to idle as it should?

Try adjusting the valves? I know there is an adjustment for the idle on the carb. On mine there is a hex key holding the throttle cable to the carb, when you step on the gas it pulls down opening up the intake on the carb. There is a screw somewhere in there that you can loosen or tighten to increase or decrease the idle speed.

If that does not help, adjusting the timing might help, the distributor might have moved during the rebuild, or the clamp could be loose.
