1969 Volkswagen Beetle fuel tank flushing

I am helping my best friend's 33 yr old son restore his dad's Bug. His dad, my friend, just passed away a little over a week ago. I used to help work on the car 30 years ago. The car has been sitting since 1990, indoors, with fuel in the tank. I just removed the tank and drained about 1-1/2 gals of 18 yr old fuel that wasn't even worth what it originally cost, even in today's dollars. After removing the sending unit and inspecting with a flashlight (an open flame torch wasn't readily available), a half inch of tar like substance covering the inside bottom of the tank was evident. Scraping a one inch swath with a long, blade screwdriver revealed clean looking metal and the outside of the tank appears in good shape as well. How should I clean, have it cleaned thoroughly?
