VIS problem?

Hi all. I have an Elantra AD 1.6 automatic transmission. There is a question about the operation of the VIS valve - changing the length of the intake manifold. In theory, it should work at low and high speeds (up to 2000 and after 5000), and off at medium ones. According to the parameters that I found on the Internet, the voltage on it should be, when turned off, within 1.5 volts, and as a response, the mains voltage.
Those. As soon as the car starts, the valve should retract, but mine does not retract. I connected a multimeter to the chip, traveled, then there is a constant voltage of 10.8 volts + - both at low and at high speeds. And if you apply 12 volts directly to it, it retracts, i.E. Physically it works. But the signal is not correct.
What could be the reason?

VIS valve? I have looked in the engine wiring diagrams, and the intake manifold itself and cannot find what you are referring to? Check out the images below. Can you upload an image for the part you are talking about? Check out the images (below). Please get back to me.

Yes, it's VIS valve! It doesn't move when the engine is running.

Thanks for the video. Yep, it is not moving, Please remove the vacuum lines to see if one of them has vacuum, if so replace the valve.

There is a vacuum. Air is sucked in fine. I will say it again, if connect the VIS valve to the 12-volt battery, when the engine is running, the valve will operate.
Could this be related to the gas tank bleeder pcsv valve?
VIS and PCSV valves are connected to the same 10-amp fuse in the main relay. But this fuse is not damaged.
It's S2 fuse.

No, it's a gasoline engine G4FG. But additional LPG equipment was installed. LPG System has separate connection to the battery.

What does mean no intake runner control?
What is it then? Auto in Ukraine, officially imported from Korea!

Yep, this engine has the runner control, we do not have this engine in the states, we have a 1.8 and 2.0 liter, but there is no reason we can't fix it. What problem are you having? The valve may not move when the engine is cold or not under load. Do you have a check engine light on?

No, there are no errors on the dashboard. And when reading the car with EML 327 there are no errors. I want to understand whether this valve is working or not correctly.
