Vibration on steering

Does anyone know what is causing the vibration noise on the steering of my panda?, the steering itself feels ok and I am not getting any warning lights or loss of power assist. Mostly occurs when stationary and wheel is moved slightly, once driving the vibration does not occur.

make sure the belt is tight and fluid level is good.

make sure the front end is greased and there is no binding of any linkeage
