Vibration in steering wheel?

I have not been in my car for 2 days. I go to get into it this morning and before putting the key into the ignition I noticed my steering wheel was vibrating and there was a noise coming from behind the dash as if there was a motor running. I just had my transmission rebuilt a month ago. Not sure if that would have anything to do with it. I have also noticed that when I'm driving, upon acceleration my car would bog down sometimes. Like really bog down. What could these problems be? I just changed my engine filter last week hoping that would help the bog down, but no. It did not.

These are two different problems can you please start a new question for the engine bog problem? For the steering problem please check the power steering fluid level and condition. I have seen worn out fluid cause this problem which means the system needs to be flushed out.
