After replacing ABS controller, brake vacuum pump, brake booster, bled brake fluid, but now the brake is very hard?

Changed ABS controller, brake vacuum pump, brake booster, bled brake fluid, but now the brake is very hard.
First it went all the way down to the floor, after changing the booster, and brake vacuum pump, it's very hard. The mechanic thinks the rebuilt vacuum pump, bought online, is bad. Need help to figure this out.

Hi,

If you have a hard pedal, I have to agree with the mechanic. If there is no vacuum being produced by the pump, it will not have power assist. Hence, the hard pedal.

I attached a pic below of the vacuum pump. Disconnect the vacuum hose and turn the key to the run position. See if there is a vacuum being produced.
