fuel gauge stays on empty, low fuel light stays on. Vehicle will turn over but will not start. has ten plus gallons of gas in it.

First thing you need to do is to see if you're getting spark and fuel causing your crank-no start condition.If you don't have access to spark tester or fuel pressure tester most auto parts stores have a tool loaner program and can rent you one.Here are the tutorials showing what is involved:
