2001 Vauxhall Zafira

When the car is frosted over, starts perfectly but even when you take the hand brake off, and start to accelerate, the wheels seem frozen and doesnt want to move.
Could leave hand brake off and out of gear and it still wouldnt roll anywhere, why is this?

rear brakes are freezing .. remove and clean or replace them
