2001 Vauxhall Vectra petrol tank only fills up to 3/4

help needed my vectra sri has a problem with filling up it only goes up to 3/4 full which is about 41 liters. its had new fuel sender unit put in and say the have looked at pipe and its not blocked any ideas what it can be ta ching
