2004 Vauxhall Corsa Quick Question

A thin wire was hanging down from next to the fuel line (running parrralel to the line) under the drivers side and touching/Scraping the road. I pulled it only lightly and the wire just slid out - its about 3 feet long. Is this an earthing wire and is this something i will need to have looked at?

have a technincian check under the vehicle and show him the wire !you need to locate exactly what the wire was for !
