2004 Vauxhall Corsa Permanent live (kam) memory reading

I just wanted to know how the permant live (kam memory) is read by the ECU. The waveform tested of my car at permanent live shows 12v from battery and the ECU earth waveform oscillates. Do you know why the earth is oscillating, i.e. switching down to ground and back up again. Is this typical for an earth circuit? some advice would be great, thanks.

The ECU is designed to ground/earth circuits when all parameters are working correctlly .. this is how it controls the cars various sensors/relay's etc.
