1995 Vauxhall Corsa fan not working

i have had a new radiator fited and new fan switch and electrics replaced to the fan but the fan wont kick in the bottom half of the radiato is no getting as hotas the top and once the temp guage is nearing 100 the hoses are rock hard what is the problem

have a pressure test done to the coolant system ... check the pump is working and bleed the system for air pockets
