if i fit a catylic converter to my 1.7td cavalier firstly will the engine still work ok & secondly will the reduced emmissions lower the road tax

It will not reduce your roadtax cost's or emmision's on a diesel engine vehicle ... it is also possible it will not run correctly with the reduced pressure !!
