Brakes problem

it happens at random times. a whistling noise starts like a bird flying along with you whilst driving then a high pitched howling noise starts. will be worse when going slower. sometimes worse when i turn the wheel right then stops when turning left. The noise STOPS usually when i press the break. These are new brakes pads and discs fitted 1000 miles ago although has made these noises since new,. there is no pattern...sometimes will have been driving a few miles then it starts and will last remainder of journey. sometimes straight from moving off. other times it only lasts a couple of minutes.sometimes drive to work its fine then drive home and it starts...Can you help
