1997 Vauxhall Astra Heater blower contorl only works 1,2,3

Why does the boost on the heater blower not work on position 4, I have changed switch it worked for a while then packed in again. The aircon has since also packed in and the car now mists up a lot and the blower doesn't clear it. HELP

check the relay as well
