Engine will not turn over?

When trying to start the van the dash lights will come on but when I turn the key forward i hear a click and they go blank. Battery is one year old and starter just replaced. All connections are tight and clean.

It sounds like you are losing connection at the positive battery cable. Here is how to change it out to fix the problem. This guide can help as well:
