I want to know the torque setting for screwing on the valve cover that can be seen at the top of the engine.

Torque spec: 106 inch-pounds

That equals about 9 ft-lbs or 12 N·m. A GM 4.3L service torque chart lists the valve rocker arm cover bolt at 12 N·m / 106 lb-in.
