What are the vacuum pump pulley torque specs?

Does anyone know the torque specs on the vacuum pump pulley? I installed a reman pump and the pulley is chattering and my belt is squealing.

Here are the torque specs they offer but by looking at the diagram the pulley looks pressed on.

Vacuum Pump to Bracket Bolts .................... 24-31 Nm (18-23 ft lb)
Low Vacuum Indicator Switch bracket screws .................... 8-11 Nm (6-8 ft lb)
