Vacuum line mystery

when we bought this vehicle one of the vacuum hoses was not hooked up. Does it need to be hooked up?

First you have to know what it is for, then you have to figure out why it is disconnected. There should be an emissions sticker under the hood that includes a vacuum hose routing diagram.
